1. The expansion of domestic demand effectively stimulated economic growth.

Consumer spending kept rising. We implemented strong and wide-reaching measures to encourage consumption of home appliances, motor vehicles, energy-efficient products and housing, optimized the market consumption environment, and effectively unleashed people\’s consumption potential, especially in rural areas. Retail sales of consumer goods totaled 12.5343 trillion yuan, up 15.5% from the previous year, 1.5 percentage points higher than planned, and an increase of 16.9% in real terms after adjusting for price changes. A total of 13.645 million motor vehicles were sold, up 46.2%; nearly 90 million home appliances were delivered by manufacturers listed in the national program to subsidize rural residents\’ purchase of home appliances, with total sales for the year exceeding 150 billion yuan; the total floor area of commodity housing sold throughout the country was 937.13 million square meters, an increase of 42.1%, which in turn stimulated the consumption of building materials, decorative materials, furniture and other commodities. Market prices were basically stable, with the consumer price index (CPI) falling 0.7% for the year, 4.7 percentage points lower than planned.

Investment grew rapidly. Total investment in fixed assets across the country reached 22.4846 trillion yuan, up 30.1% from the previous year, and 10.1 percentage points higher than planned. Fixed-asset investment in urban areas was 19.4139 trillion yuan, up 30.5%. Specifically, investment in primary, secondary and tertiary industries increased by 49.9%, 26.8% and 33% respectively. To implement the plan of investing an additional 4 trillion yuan over two years, we made a total of 924.3 billion yuan of central government investment in 2009, 503.8 billion yuan more than the budgeted figure for the previous year. This investment was divided as follows: the construction of low-income housing, projects to improve the lives of rural residents, rural infrastructure and social programs accounted for 44%; independent innovation, restructuring, energy conservation, emissions reduction and ecological improvement accounted for 16%; major infrastructure projects accounted for 23%; post-disaster recovery and reconstruction work accounted for 14%; and other public spending accounted for 3%. Expanded government investment directly boosted immediate demand, guided and stimulated investment from non-government sources, and played a crucial role in promoting the stability and recovery of the economy. At the same time, it shored up weak links in economic and social development and strengthened the foundations for long-term development.

The economic growth rate increased each quarter. It rose by 6.2%, 7.9%, 9.1% and 10.7% respectively compared with the previous year\’s quarters. GDP for the year was 33.5353 trillion yuan, an increase of 8.7% over the previous year and 0.7 percentage points higher than planned. Of this total, the value-added of primary, secondary and tertiary industries increased by 4.2%, 9.5% and 8.9% respectively, and 1.2, 0.9 and 0.3 percentage points higher than planned. The contributions of consumption and investment to economic growth were 4.6 and 8 percentage points respectively, which offset a 3.9-percentage point shortfall arising from a decline in net exports. Government finances also played an important role in economic development. National revenue for the entire year hit 6.85 trillion yuan, up 11.7%, 3.7 percentage points higher than the budgeted figure, and the government deficit was kept below the budgeted amount; the broad money supply (M2) was increased by 27.7%, 10.7 percentage points higher than planned, and RMB loans totaling 9.594 trillion yuan were granted in 2009. Economic performance improved gradually. The profits of large industrial enterprises stopped declining, began increasing again and reached 2.59 trillion yuan for the period from January to November. Compared to the previous year, profits grew in 30 of 39 large industries, and enterprises operating at a loss reduced their losses by 33.5%.

Chinese President Hu Jintao said on Friday that healthy and stable economic and trade relations between China and the United States serve the interests of both countries.

Hu made the remarks when talking with U.S. President Barack Obama during a phone conversation.

As uncertainties still remain in the global economic recovery, both China and the United States face the task of boosting the economic recovery and maintaining stable economic development, he said.

The Chinese president hopes that both sides could settle their trade disputes through dialogue and consultation.

Obama said his country understands the challenges that China is facing in its economic development, and both countries should continue to make efforts to address major concerns and achieve the global economic recovery and balanced development.

The positive, cooperative and comprehensive relations between the United States and China are important for both countries and the world, he added.

Properly handling the Taiwan and Tibet issues, which concern China\’s sovereignty and territorial integrity and represent China\’s core interests,is key to the Sino-U.S. relations, President Hu said.

China attaches great importance to the issue of nuclear security, opposing nuclear proliferation and nuclear terrorism, and supporting the international efforts to enhance cooperation on nuclear security, he said.

Hu also said China is willing to work closely with the United States and other sides concerned so as to make sure that the upcoming April 12-13 Nuclear Security Summit in Washington is successful and fruitful.

Fellow Deputies,

On behalf of the State Council, I now present to you my report on the work of the government for your deliberation and approval. I also invite the members of the National Committee of the Chinese People\’s Political Consultative Conference (CPPCC) to provide comments and suggestions.

I. Review of Work in 2009

The year 2009 was the most difficult year for our country\’s economic development since the beginning of the new century. This time last year the global financial crisis was still spreading, and the world economy was in a deep recession. Our economy was severely affected; our exports decreased significantly; a large number of enterprises had operating difficulties, and some even suspended production or closed down; the number of unemployed people increased significantly; many migrant workers had to return to their home villages; and the pace of our economic growth suddenly slowed down. In these unusually difficult circumstances, the people of all our ethnic groups fortified their confidence, tackled difficulties head on, worked tenaciously, and responded calmly to the impact of the global financial crisis under the firm leadership of the Communist Party of China (CPC). Our economy was the first in the world to have made a turnaround, and we made major new achievements in reform and opening up as well as socialist modernization. GDP reached 33.5 trillion yuan, an increase of 8.7% over the previous year (here and below). Fiscal revenue was 6.85 trillion yuan, up 11.7%. Grain production was 530.82 million tons, a new record and an increase for the sixth consecutive year. A total of 11.02 million urban jobs were created. The per capita disposable income of urban residents was 17,175 yuan, and the net per capita income of rural residents was 5,153 yuan, up 9.8% and 8.5% respectively in real terms. We took another steady step along the path of building a moderately prosperous society in all respects. Events again proved that no difficulties or obstacles can impede the course of the great rejuvenation of the Chinese nation.

The past year was truly extraordinary and inspiring. We held a grand celebration of the 60th anniversary of the founding of New China. The outstanding achievements we made in that time have greatly boosted the confidence and pride of the people, strengthened the cohesiveness of the Chinese nation, and raised China\’s international standing and influence. All this definitely encourages us to continue to forge ahead on the path of socialism with Chinese characteristics.

China\’s State Council, the Cabinet, said Wednesday the country would step up efforts to encourage investment from the private sector.

The government would encourage private investment in sectors currently mainly state controlled such as infrastructure for transport, telecommunications and energy, public utility, scientistic and technological programs for national defense, and the building of affordable housing, according to a statement released after the Cabinet\’s executive meeting Wednesday chaired by Premier Wen Jiabao.

The State Council called for private firms, which played an important role in creating jobs, to strengthen independent innovation and roll out more new products, according to the statement.

The government would also help some private enterprises set up technology research centers.

Private companies were welcome to participate in the reform of state firms by purchasing a stake in them, it said.

The government said it would create a good environment for private investment by setting up a sound administrative service system and amend unfavorable laws and regulations.

In an effort to combat the global financial downturn, the government agreed at the Central Economic Work Conference last December to promote private enterprises so to create jobs, to increase market access for private investment and protect the legitimate rights and interests of private investors.

Experts from the Chinese mainland and Taiwan will hold their second round of talks in Taipei from Wednesday to Thursday, to pave the way for a long-awaited economic deal that is expected to boost cross-Strait economic ties.

The two sides had worked hard to speed up the consultation process of the Economic Cooperation Framework Agreement (ECFA) after the first expert-level talks in late January, said a press release from the mainland\’s Association for Relations Across the Taiwan Straits (ARATS) Monday.

Efforts on both sides had laid a favorable foundation for the new round of expert talks, the statement said.

The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.

The experts\’ meeting will focus on preparing the framework for formal ECFA discussions at the next round of talks between ARATS and its Taiwan counterpart,the Straits Exchange Foundation (SEF), to take place in the first half of this year.

On March 17, Yang Yi, the spokesman of the State Council Taiwan Affairs Office, told a press conference that the two sides should work together to complete the pact in June.

A leader of the Communist Party of China (CPC) expressed the hope Friday that the countries of the Shanghai Cooperation Organization (SCO) would enhance cultural exchanges to facilitate their cooperation in various fields.

"Within the SCO framework, the countries should boost cultural exchanges to enrich cooperation of the SCO," said Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

Li made the remarks while meeting with cultural ministers from the SCO member countries and observers, who are to attend the seventh SCO meeting of cultural ministers to be held in China\’s southernmost province of Hainan.

Li said that cultural exchanges serve as a bridge for communications among the SCO countries, and the meeting mechanism of the SCO cultural ministers has played an important role in enhancing cultural exchanges and friendship.

The SCO Secretary General Muratbek Imanaliev said the cultural ministers\’ meeting will exert positive influence on the friendship among the SCO member countries and observers.

The SCO, which was founded in Shanghai in 2001, comprises China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Four nations, including Mongolia, India, Pakistan and Iran, have observer status in the group.

China\’s Chief Justice Wang Shengjun on Tuesday told an opening session of a training course of presidents of the country\’s middle and grassroots level courts that efforts should be made to enhance "civilized law enforcement."

He said cases concerning people\’s livelihood should be properly handled.

The courts should make it more convenient for the public to file lawsuits, enhance the work of handling complaints, promote the circuit trial system and improve judicial reparation system to help parties in financial difficulties, he said.

Top officials of the Party and government organizations in Guangdong province will be required to disclose their personal assets, sources close to a provincial government work meeting have said.

Guangdong governor Huang Huahua recently said the provincial government would implement the asset declaration system this year in an effort to enhance the supervision of the Party and government chiefs.

Top officials of the Party and government organizations will also be required to reveal other personal information such as housing, marriage and children who are abroad.

Officials whose sons and daughters have gone abroad for residence will be specially targeted for supervision, according to Huang.

The provincial discipline inspection authorities received 65,358 reports related to officials\’ corruption and abuse of power last year, with 4,852 officials being put on file for investigation and prosecution, Huang was quoted as saying by Friday\’s China Daily.

The southern province was in the spotlight of the public and the media last year when Chen Shaoji, former top political advisor of Guangdong, and Xu Zongheng, former mayor of Shenzhen, were investigated for alleged violations of disciplinary regulations.

Media reports claimed that both Chen and Xu had allegedly built up sizable portfolios of illicit properties.

"The declaration system will put officials\’ personal assets under better supervision," Huang said.

Early last year, the income of more than 1,000 officials in Altay prefecture in the Xinjiang Uygur autonomous region was made public for the first time.

The move required all county- and division-level officials in the prefecture to declare their assets once a year to improve transparency in government.

The central government and the Central Committee of the Communist Party of China issued two regulations, in 1995 and 2001, requiring officials to declare their income. However, these were limited to officials\’ salaries and subsidies, without the information being made available to the public.

Beginning earlier this year, officials who are nominated for promotion are required to report their financial assets as part of an anti-corruption drive in Yinchuan, capital of the Ningxia Hui autonomous region.

Cixi in Zhejiang province, and Liuyang and Xiangxiang in Hunan province also require officials to declare their assets.

The man – who would only be identified as Bill – worked for the Oscar-winning actress at the start of her relationship with Brad Pitt and insists she\’s nothing like her do-gooder image.

He said: "Angelina has a public and a private persona. In my opinion, the real Angelina is self-centred and a control freak. She has no patience at all. She doesn\’t do things out of the kindness of her heart. And she\’s totally psycho … she screams and yells a lot, then walks away."

Bill also alleged Angelina – who raises six children with Brad – would take her anger out on her partner and their kids, the number of which was unknown when Bill was working for them.

He told In Touch Weekly magazine: "She would disappear into her suite for hours leaving the staff and Brad to deal with the children. She would punish them with silence. I think she could be abusive at times in a mental way."

While Brad and Angelina – who officially got together in 2005, soon after his split from ex-wife Jennifer Aniston – enjoyed "spontaneous sex" at the start of their romance, their relationship has allegedly fallen apart so much they often sleep in different bedrooms.

Bill blames their faltering romance on the fact Angelina doesn\’t really trust Brad and always needs to find out what he\’s been up to.

The bodyguard added: "She\’ll call him from the set to interrogate him. His face goes white, and he just stares at his feet.

"When Angelina\’s yelling becomes unbearable, Brad will put her on speaker and walk away from the phone. Angelina will hang up and continue calling until one of the staff picks up."

China\’s chief in the fight against corruption, He Guoqiang, Friday urged authorities to tap into the people to "form a joint effort to combat corruption and build clean governance."

"Fighting corruption and building clean governance is a life-and-death issue for the Party and the state, which calls for concerted efforts of the whole of society and the people," said He, head of the Communist Party of China (CPC) Central Commission for Discipline Inspection, at a meeting in Beijing.

He, also a member of the Standing Committee of the CPC Central Committee Political Bureau, said the discipline inspection and supervision authorities should set up more channels to hear public opinions and recommendations on fighting corruption and building clean governance.

"We should create a better environment to engage the people in fighting corruption and building clean governance," he said.

He also called on the authorities to be more willing to subject themselves to public supervision and to be more approachable, trustworthy and respected.
